Upon reflection, no honest man likes to speak ill of a confrere needlessly, especially when he has received much kindness from, and been on terms of friendship with such a person for many years. But such private amicable feelings should certainly receive consideration only after, and not before, the good of the public service. I am aware that this view may not be the accepted one, officially, at the moment, and that any disparagement of the intended successor will probably be construed into a disparagement of myself; but this risk I must accept, in the interests of the Colony and of the Department in which I have served for over 20 years as its official head.

It is my carefully considered opinion, formed after 13 years' knowledge of Commander Beckwith, that it would not be to the public interest to appoint him to the post of Harbour Master of Hongkong, for the following reasons:
